The line between suspect and victim is blurred as Hidalgo County Sheriff's deputies handcuff a man on Monte Video Ln. north of Mission after he ran away from them when they arrived for an assault call. He was subdued with pepper spray and an asp before deputies determined he was a victim in the assault, and not the offender.
